Updated Joker rule Death's Herald

Testing revealed that this Joker couldn't fulfill their niche duty, due to this ability having little effect when it did trigger.
Adjusted to work more reliably and have more interplay with their other rule and other Jokers.

Version B.1.0

The previous version was for Alpha testing, and only used internally.
